Are cleaning disks from the optical drive really work?

I buy a $ 50 dollar external DVD RW or try to clean my Hard Drive ongoing internal. Embarrassing but the office is dirty and I had this "computer whenever the vacuum cleaner only once. Also, why are more simpler, CD-ROM costs more? My disk is shot, I can rip the CD, I can not tell if my backups are really good or damaged. A little help please?
